IMSS (Instituto Mexicano del Seguro Social) is Mexico's social security system. All employers must register every employee with IMSS and pay monthly contributions covering health, disability, retirement, and housing (INFONAVIT). Failure to do so is one of the most common — and costly — compliance failures for small businesses.

Mexican law allows weekly, bi-weekly, or monthly payroll cycles. Most businesses use bi-weekly (quincenal) payroll. Each pay period requires generating a CFDI de nómina (payroll receipt) for every employee, which must be stamped by an authorized PAC before delivery.

IMSS covers health insurance, disability, maternity leave, and retirement savings (AFORE). INFONAVIT is a separate housing fund — both employer and employee contribute, and employees can use accumulated INFONAVIT funds toward a mortgage.

Paying workers off the books exposes you to back-payment of all IMSS contributions (with interest), fines from IMSS inspectors, and potential criminal liability for labor law violations. Employees who discover they have no IMSS coverage can also file labor claims.
